Solar Panels on Listed Churches: 2026 Heritage Design

Designing solar PV for Grade I, II* and II listed parish churches. Panel colour, mounting, slope selection — what Historic England and SPAB want to see.

Listed buildings and solar: the framing has changed

Five years ago a PCC asking about solar on a Grade II Victorian parish church would have been met with a degree of scepticism from many DACs. Today the picture is fundamentally different. Historic England has published clear, supportive guidance. Most CofE dioceses have approved a dozen or more listed-church solar applications. Black-on-black panel technology has matured into something genuinely visually discreet. Reversible fixings have become a design default rather than an exception.

The result: in 2026, solar PV is achievable on the great majority of UK listed parish churches — including Grade II*, and (with care) Grade I. The job for the PCC and installer is to design well enough to meet the heritage bar. This article sets out what good heritage solar design looks like.

The Historic England framework

Historic England’s guidance document Energy Efficiency and Historic Buildings: Solar Electric (Photovoltaic) Panels (originally 2018, refreshed since) is the reference standard. Three principles run through the document:

  1. Reversibility — the works should be capable of being reversed without permanent damage to the heritage fabric
  2. Minimisation — the works should minimise visual impact and physical intervention
  3. Significance — the works must not harm the significance of the listed building

These are not absolute prohibitions. They are design principles. A solar installation that is properly reversible, visually minimised and that protects the building’s significance will typically be acceptable. An installation that fails on any of those three will typically be refused.

Reversibility in practice

Reversibility means the installation can be removed without permanent damage to roof, walls, or fabric. In practice this means:

  • Non-penetrative fixings wherever possible — clamps that grip the slate or tile, ballasted systems on flat roofs, in-roof flush systems that integrate with the slate line
  • Where penetrations are required, location chosen to avoid heritage fabric — through modern repair patches rather than original slate; through valley liners or modern lead-work
  • All cabling surface-mounted rather than chased into walls or rafters
  • Connection points through modern electrical cupboards rather than chased into stone or masonry
  • Documentation of the installation in a removal plan kept with the church inventory

A correctly designed installation can be fully removed in 1–3 days with no permanent damage to the building.

Visual minimisation — what panel choice matters

The single biggest factor in DAC and Historic England acceptance is the visual treatment of the panels. The 2010s blue-cell silver-frame solar panel — still occasionally seen on commercial installations — is essentially unacceptable on heritage buildings. The visual contrast with stone or slate roofs is too stark.

Modern heritage installations use:

  • Black-on-black panels — black anodised aluminium frame, all-black monocrystalline cells, black backsheet. Visual contrast against grey slate or natural stone is dramatically reduced.
  • Low-profile mounting — standoff height kept below 50mm where possible. Standard commercial mounting standoff is 100–150mm; heritage mounting can typically be 30–50mm.
  • In-roof flush mounting — where roof structure permits, the panels sit at the same level as the slate line rather than sitting above it. Looks like a recessed roof-light from a distance.
  • Matched border tiles or fascia — the edge of the array matched to the surrounding slate/tile colour rather than left as a bright aluminium edge.
  • No visible cabling on elevations — cables run in roof voids or behind ridge tiles, exiting at non-visible points.

The visual treatment can make the difference between a panel array that looks like 20th-century industrial equipment bolted onto a Victorian church (typical DAC refusal) and one that reads as a discreet roof feature (typical DAC approval).

Slope selection — where solar goes on a parish church

For a typical medieval or Victorian parish church, the available roof slopes include:

  • Nave south slope — typically the largest available area, but also typically the most visible from the principal approach to the church (lych gate, churchyard). Most visually contested.
  • Chancel south slope — often hidden from the principal approach by the body of the nave. Excellent first-choice slope for visually-sensitive installs.
  • Vestry roof — modern, often invisible from churchyard, ideal for small installs
  • South aisle / transept — variable visibility; often acceptable
  • Outbuildings — separate vestry, sextonry, cycle store, parish office: often the best option of all
  • North-facing slopes — generally unusable for PV (60% of south-facing yield)
  • West-facing slopes — generate around 80% of south-facing yield; visually variable

For most parish churches the right answer is a combination: a small array on the chancel south slope, supplemented by a larger array on the parish hall or outbuilding roof. This typically meets the system-sizing target without putting panels on the most visible nave roof.

SPAB, the Victorian Society, and other amenity societies

For applications affecting buildings of medieval or Victorian date, the relevant heritage amenity society receives statutory notification. The principal societies:

  • SPAB (Society for the Protection of Ancient Buildings) — founded 1877 by William Morris. Receives notification of any application affecting buildings of medieval or earlier date. Generally supportive of well-designed solar; can be sceptical of poor-quality applications.
  • Victorian Society — receives notification of applications affecting Victorian-era buildings. Generally supportive of solar in principle; particularly attentive to visual impact on principal elevations.
  • Twentieth Century Society — applications affecting post-1914 buildings. Less commonly involved in parish-church work.
  • Ancient Monuments Society — broader heritage interest, occasionally involved
  • Council for British Archaeology — involved when archaeological elements affected

The amenity societies are not statutory consultees in the same way as Historic England. They receive notification and can lodge formal observations, which the Chancellor will consider. Their observations are usually constructive — suggesting design modifications rather than outright refusal. Their criticisms most often concern visual impact on principal elevations and the visibility of cabling.

Working with the diocesan architect

For CofE parishes, the diocesan architect (sometimes called the diocesan surveyor or fabric advisor) is a key voice in the faculty process. The diocesan architect typically has decades of experience with parish church fabric and is the bridge between the parish, the DAC and Historic England.

We engage with the diocesan architect at survey stage rather than at submission. This means:

  • We share our design thinking before we commit to it
  • The diocesan architect’s perspective shapes the proposal before it goes to formal application
  • Issues are surfaced and resolved early
  • The diocesan architect’s voice at DAC is supportive rather than corrective

We’ve never had a diocesan architect veto a solar application that was developed in conversation with them from the outset.

The Cathedrals Fabric Commission for England (CFCE)

For cathedrals and parish churches of national significance, the Cathedrals Fabric Commission for England (CFCE) becomes a consultee. The CFCE operates a higher heritage bar than parish DACs, and their assessment can be quite searching. For cathedral solar (see our cathedrals page) the CFCE is the principal heritage authority.

For non-cathedral parish churches the CFCE is not usually involved. Grade I parish churches of unusual national significance may attract CFCE interest; otherwise the parish DAC and Historic England are the relevant bodies.

For listed parish churches, Listed Building Consent under the Planning (Listed Buildings and Conservation Areas) Act 1990 runs in parallel with the faculty. The local planning authority’s heritage team issues Listed Building Consent. The process is broadly:

  1. Submit application via the planning portal
  2. 21-day public consultation
  3. Local authority decision typically 8–13 weeks
  4. Statutory consultees include Historic England (Grade I and II*)

For most parish church solar applications, Listed Building Consent runs concurrently with faculty preparation and is granted before or around the same time as the faculty. We manage both processes for the PCC.

Specific design patterns that work

Patterns we use repeatedly on listed-church installations:

  • Black-on-black panels, in-roof flush mount on chancel south slope — almost invisible from churchyard
  • Larger array on parish hall, smaller array on chancel — sizing target met without putting panels on principal nave roof
  • Battery storage inside vestry — invisible, doesn’t affect listed fabric
  • Cabling in ridge void — no visible cables on elevations
  • Inverter in modern outbuilding — keeps electrical equipment off principal walls
  • Anti-glare coating — reduces specular reflection (sometimes required for SSSI-adjacent buildings)
  • Phased install — hall first as Phase 1, church as Phase 2 if needed

When solar doesn’t work on a listed church

In some cases the right answer is “not on this building”. Cases where we’ve recommended against solar on a listed church:

  • Grade I medieval church with no chancel south slope, no outbuilding, no hall, and only the principal nave roof available — visual impact too high for the heritage value
  • Very small Sunday-only church with no hall, no grant route, and energy bill under £2,000/year — economics don’t work
  • Recently re-roofed church under quinquennial warranty — penetrating fixings would void the roofing warranty
  • Church with active scheduled ancient monument elements (rare but does occur)

In each case the better answer is typically: focus on LED lighting, draught-proofing, pew-heater controls, and Phase 1 work on the hall. Solar on the church can come later if and when circumstances change.

  1. Confirm listing grade and curtilage — Historic England’s National Heritage List is the authoritative source
  2. Read your church’s most recent quinquennial report — the roof condition section is essential
  3. Speak to the diocesan architect — informal pre-application conversation
  4. Speak to the Diocesan Net Zero Officer — funding routes and diocesan position

We’ve never had a listed-church application refused. We have occasionally recommended PCCs not to apply where the heritage bar was too high or the economics didn’t work. We’d rather give you that honest assessment up front than build expectations that can’t be met.
