The Church in Wales faculty system
This is the part most often got wrong. The Church in Wales has its own faculty jurisdiction, separate from the Church of England’s. You do not apply under the English Faculty Jurisdiction Rules or the Care of Churches and Ecclesiastical Jurisdiction Measure — those are CofE instruments and have no force in Wales.
In a Welsh parish the process runs as follows:
- PCC / vestry resolution. The parochial church council resolves to pursue the project and authorise a survey. Keep a minuted record — it is referenced later in the faculty petition.
- Diocesan Advisory Committee (DAC). Each of the six dioceses has its own DAC, which advises on the proposal: its impact on the building’s character, the choice of fixings, panel placement and reversibility. The DAC does not grant permission; it advises and issues a recommendation.
- Faculty petition to the Diocesan Chancellor. The Chancellor is the judge of the diocesan consistory court and is the person who actually grants the faculty. A clean DAC recommendation makes the Chancellor’s decision straightforward; a contested one can mean a hearing.

For listed churches (Grade I, II* or II — the great majority of historic Welsh church buildings) the heritage regulator is Cadw, the Welsh Government’s historic environment service, not Historic England. Awards for parish energy projects typically run £10,000–£40,000, applied for through your diocesan Net Zero officer. This is usually the largest single Welsh-specific grant a parish will secure for solar, and it is designed precisely for projects like yours. Welsh Government schemes — beyond Cadw, Welsh Government energy and community programmes (and, periodically, community-focused renewable funds) can support faith and community buildings, particularly where the church functions as a community hub. Listed Places of Worship VAT Grant Scheme (LPW) — this UK-wide scheme reimburses the 20% VAT on eligible works to listed places of worship, and it applies fully in Wales. For a listed Welsh church it effectively cuts the cost of the works by a fifth. Claims are made after the work, within the scheme’s time limit, and it stacks on top of every grant above. A Grade II* parish church in the St Davids diocese, deep in Welsh-speaking Carmarthenshire, was spending around £4,200 a year on electricity and oil top-up heating, and its fabric committee was alarmed at where bills were heading.
