Church of Scotland solar is one of the most actively pursued building projects across the Kirk in 2026. With a national commitment to net zero, rising energy bills on draughty stone buildings, and a Scottish consent system that is genuinely simpler than the English faculty process, more Church of Scotland congregations are putting photovoltaic panels on their roofs than ever before.

This guide is written for the people who actually have to make it happen: Kirk Session members, congregational treasurers, property conveners, and General Trustees correspondents. It covers what the Church of Scotland is and who holds the property, how solar consent works in Scotland (it is not the same as England), the Kirk’s net zero commitment, the Scottish grant routes that exist in 2026, a worked Kirk case study, and realistic sizing and cost figures.

What is the Church of Scotland — and what is “the Kirk”?

The Church of Scotland, known almost universally in Scotland as the Kirk (from the Scots word for “church”), is Scotland’s national church. It is Presbyterian in governance — meaning it is run not by bishops but by a hierarchy of councils, or “courts”, made up of ministers and elders. It is a distinct legal and constitutional entity from the Church of England, and crucially for a solar project, it sits entirely outside the English faculty jurisdiction system.

When a congregation in Scotland talks about putting solar on “the kirk”, they mean their parish church building. Understanding the governance matters because three different bodies have a role in approving a Church of Scotland solar installation.

Who decides and who owns the building

  • The Kirk Session — the local court of the congregation, made up of the minister and the ordained elders. The Kirk Session takes the local decision to pursue a project, runs the congregation’s affairs, and authorises spending and fabric work at congregational level.
  • The Presbytery — the regional court covering a group of congregations. Larger projects, changes affecting the wider mission plan, and significant capital spend are reported to and may require the consent of Presbytery, especially under the post-2021 Presbytery Mission Plan framework that has been reshaping which buildings the Kirk retains.
  • The General Trustees — this is the critical one for property. The Church of Scotland General Trustees is the body that holds the title to most Church of Scotland buildings. Individual congregations generally do not own their church outright; the General Trustees hold the property on the Church’s behalf. That means any structural alteration, including a roof-mounted solar array, requires the consent of the General Trustees, who must be satisfied on the building’s condition, the suitability of the works, and the protection of the asset.

In practice, a Church of Scotland solar project needs the Kirk Session behind it locally, the General Trustees’ property consent for the works themselves, and — separately from all of the above — civil consents from the local authority. Getting these three lined up early is the single biggest determinant of how smoothly the project runs.

This is the point that trips up congregations who have read English church-solar guides. The Church of Scotland has no faculty jurisdiction. There is no Diocesan Advisory Committee, no Chancellor, no faculty petition. Solar consent in Scotland runs through two parallel tracks:

You need your Kirk Session’s approval to proceed locally, and you need the General Trustees’ consent because they hold the property and must sign off on works to the fabric. The General Trustees will want to see a competent specification, evidence the roof can carry the load, and assurance the works protect rather than compromise the building. Many congregations also keep Presbytery informed where the project intersects with the Presbytery Mission Plan.

Unlike England, where the faculty often substitutes for planning on consecrated ground, in Scotland the civil planning system applies in the normal way:

  • Planning permission — administered by your local authority (the council). Many roof-mounted domestic-scale arrays benefit from permitted development, but churches are non-domestic buildings, frequently in conservation areas and often listed, so you should assume a full planning application is likely and confirm with the council’s planning department early.
  • Listed Building Consent — if your kirk is listed (Category A, B or C in Scotland’s system, not the English Grade I/II*/II), any external alteration needs Listed Building Consent, applied for through the local authority.
  • Historic Environment Scotland (HES) — for listed buildings, the council consults Historic Environment Scotland, Scotland’s national heritage body (the equivalent role to Historic England south of the border). HES guidance on renewables on traditional buildings is generally constructive: well-designed, reversible arrays sited to minimise visual impact are routinely consented. Category A (the most significant) buildings attract the closest scrutiny.

So the Scottish route is: Kirk Session + General Trustees (internal) plus planning permission + Listed Building Consent via the local authority, with HES consulted on listed buildings (civil). No faculty. For most unlisted congregations this is genuinely faster than the English equivalent; for Category A listed kirks it requires the same care as any heritage project.

The Kirk’s net zero commitment

The Church of Scotland’s General Assembly has committed the national church to net zero by 2030 for the elements of its estate within its direct operational control, with a 2040 net zero target for the wider church estate including congregational buildings. This is one of the more ambitious denominational climate commitments in the UK.

For an individual congregation this matters in three ways. First, it gives a Kirk Session a clear mandate: reducing the carbon footprint of the building is national church policy, not a fringe concern. Second, it strengthens grant applications, where a documented contribution to the Kirk’s net zero pathway is exactly the narrative funders want to see. Third, it has driven the Church to build internal support — energy auditing, advice and signposting through its net zero and climate change work — that congregations can draw on before they spend a penny.

Solar PV is one of the highest-impact moves a congregation can make towards that target, because it both cuts emissions and cuts the electricity bill that is squeezing so many congregational budgets.

Solar grant routes for Scottish churches in 2026

Grant funding in Scotland looks different from the Church of England landscape — there is no Buildings for Mission programme north of the border — but a well-prepared Kirk solar project in 2026 can still stack several routes:

Historic Environment Scotland grants — HES administers grant programmes for repairs and conservation of historic buildings, including traditional places of worship. Where solar forms part of a wider conservation or energy-efficiency project on a listed kirk, awards in the £8,000–£25,000 range are realistic, depending on the building’s significance and the scope of works. HES funding is competitive and weighted towards Category A and B listed buildings of clear heritage value.

Listed Places of Worship VAT Grant Scheme — this UK-wide scheme applies in Scotland exactly as it does in England. It reimburses the 20% VAT on eligible works to listed places of worship, including solar installations that form part of works to a listed kirk. Treat this as a current, live route — claim within the scheme’s time limit of the invoice date. On a listed building, it effectively takes a fifth straight off the capex.

Demonstrator-equivalent and national church support — while Scotland has no direct Buildings for Mission equivalent, the Church of Scotland’s net zero programme provides advice, energy assessments and signposting, and congregations should engage the national church’s climate/net zero team early to identify the current support and any capital schemes open in a given year.

Local authority and regional funds — many Scottish councils run climate, community-benefit or town-centre regeneration funds that a church energy project can tap. Awards in the £5,000–£15,000 band are common where there is a strong community-use case. Community-benefit funds from nearby renewable-energy developments (windfarm community funds are widespread in rural Scotland) are an underused route — a kirk that hosts groups, runs a hall, or anchors a village is exactly the kind of community asset these funds exist to support.

National Lottery Heritage Fund — operates across Scotland and funds listed-building and community-heritage projects where solar is part of a wider scheme with a strong public-benefit narrative.

Benefact Trust (formerly Allchurches) — open to churches of all denominations across the UK including the Church of Scotland, with grants historically up to around £36,000 for significant projects and more typical awards in the low thousands.

A worked Kirk case study

The following illustrative example is anonymised but built from realistic 2026 figures for a typical rural-town Church of Scotland congregation.

St Andrew’s-style parish kirk, central Scotland — Category B listed, congregation plus an active church hall.

The congregation’s electricity bill had risen to roughly £4,800 a year across the church and adjoining hall, the hall being used through the week by a toddler group, a community choir, a foodbank session and a Guides company. The Kirk Session, working towards the Kirk’s net zero commitment, resolved to investigate solar.

  • System specified: 15 kW, 33 panels, split across the south-facing hall roof (the larger share) and a discreet section of the church roof out of public sightlines.
  • Turnkey cost: £21,500 — within the £18,000–£24,000 band for a 15 kW system, with a modest heritage premium for the listed building and careful fixings absorbed in the figure.
  • Annual generation: ~13,500 kWh.
  • Self-consumption: because the hall is in weekday daytime use, the combined church-plus-hall self-consumption sat around 60% — far better than a Sunday-only church on its own.
  • Annual saving: ~£3,000 against the bill, plus modest Smart Export Guarantee income on the surplus.

Consent route: Kirk Session resolution and General Trustees property consent secured internally; full planning application and Listed Building Consent submitted to the local authority, with Historic Environment Scotland consulted given the Category B listing. HES raised no objection to the discreet, reversible design.

Funding: a Historic Environment Scotland-linked award of around £11,000 against the conservation-and-energy scope, the Listed Places of Worship VAT reimbursement of roughly £3,580 (the 20% VAT), and a £6,000 local authority community-climate grant. That stacked funding brought the net cost to the congregation down to a little under £1,000, against ~£3,000 of annual saving — a payback measured in months on cash invested, and lifetime savings comfortably above £75,000 across the 25-year panel warranty.

The pattern this illustrates is the general rule for the Kirk: a church-plus-hall configuration with weekday community use is the strongest solar case, because it lifts self-consumption out of the difficult Sunday-only range and into the 55–75% band where the economics are genuinely good.

Sizing and cost for a Church of Scotland building

Cost per kW depends on the building. Expect £1,100–£1,400/kW for a listed, heritage parish kirk (bespoke fixings, careful access on tight kirkyard sites, longer programme); £900–£1,200/kW for halls and modern, unlisted buildings; and £800–£1,000/kW for the largest installations above 50 kW, where scale brings the unit cost down. Generation in Scotland runs at roughly 900 kWh per kW per year — a little lower in the far north than the central belt, but viable across the country.

The decisive variable is self-consumption — how much of what you generate you use on-site rather than exporting:

  • Sunday-only kirk: 25–40% self-consumption. Payback 11–14 years with no grants. Battery storage and demand-shifting (heating the hall on a timer, running the dehumidifier by day) help close the gap.
  • Kirk plus weekday hall: 55–75% self-consumption. Payback 6–9 years with grants — the configuration in the case study above, and the one to aim for.
  • Hall alone, weekday community use: 5–8 year payback even before grants.

A Sunday-only congregation should think seriously about putting solar on the hall first, where weekday use guarantees high self-consumption, and treating the church roof as a second phase, potentially with storage.

  1. Gather 12 months of electricity bills for both the church and the hall. This is the foundation of any credible model and every grant application.
  2. Confirm your listing category. Check Historic Environment Scotland’s listed-building records — Category A, B, C or unlisted. This sets your consent route and your LPW VAT eligibility.
  3. Talk to your General Trustees correspondent early. Because they hold the property, their consent is non-negotiable — surface the project to them before you are committed, not after.
  4. Engage the council’s planning department on whether a full application and Listed Building Consent will be required, and the Church of Scotland’s net zero team for current advice and any open support.
