It is understandable, and usually wrong. A church is not a large house, nor a small factory. It sits inside a legal consent regime no domestic or commercial building has to navigate, it is frequently listed, and its roof is often 150 years old and made of materials a domestic installer has never fixed to.
The difference between a heritage specialist and a competent generalist is not marketing. It is the difference between a faculty granted first time and one bounced back twice by the DAC; between a fixing that preserves a slate roof and one that voids its remaining life; between a grant stack funding 60–100% of the project and a quote where the PCC pays the whole capex from reserves. This article explains where generalists go wrong, and gives you a 10-question checklist to separate the specialists from the firms guessing on the day.
Why church solar is genuinely different
Most installers price a church the way they price any roof: panels per square metre, inverter, scaffolding, done. That works on a 1990s housing estate. On a church it ignores the three things that drive cost, risk and timeline.
The legal regime. A Church of England parish church cannot use ordinary planning permission for solar. It needs a faculty under the Care of Churches and Ecclesiastical Jurisdiction Measure 2018: the DAC advises, the Diocesan Chancellor grants. Cathedrals run a separate route under the Care of Cathedrals Measure 2011 (the CFCE); the Church in Wales has its own faculty system; Catholic parishes need diocesan finance sign-off plus civil planning; Methodist, Baptist, URC and free churches need trustee approval plus civil planning. A generalist who talks about “the planning application” has revealed they don’t know which regime they are in.
The fabric. Church roofs are lead, Welsh or Westmorland slate, clay tile, stone slate, or copper — not modern concrete interlocking tiles. Each demands a different mounting strategy, and several cannot take a standard hook at all. Get this wrong and you risk more than a leak; on a listed building you risk damaging historic fabric — an enforcement issue and a remediation bill far larger than the install.
The money. A domestic installer optimises for a cheap headline price; a church specialist optimises for the grant stack, because well-prepared church projects routinely recover 50–100% of capex through Buildings for Mission, diocesan Net Zero programmes, the Listed Places of Worship VAT Grant Scheme and charitable trusts. A generalist quote that ignores grants is not cheaper — it simply leaves most of the funding on the table.
This is why a 15 kW parish system at £18,000–£24,000 turnkey carries the heritage rate of £1,100–£1,400 per kW for a listed church, against £900–£1,200 for a modern unlisted hall — a premium that pays for itself in consent and fabric protection, not gold-plating.
The 8 mistakes generalist installers make on churches
These are the failures we see when we are called in to rescue or re-quote a project a generalist has started. Each one, on its own, can stall or sink a scheme.
1. Faculty ignorance
The most common mistake. The installer treats a CofE church like any other building and submits — or tells the PCC to submit — a standard planning application. The local authority either rejects it as the wrong route or, worse, grants planning permission the PCC mistakes for permission to proceed. The church installs without a faculty, in breach of ecclesiastical law on a consecrated building. Unwinding that is expensive and embarrassing. A specialist knows the faculty application is the consent that matters and builds the project around it.
2. Fixings that damage historic fabric
A generalist defaults to the mounting system their supplier ships for pitched domestic roofs: a steel hook lifted under a tile, screwed into the batten. On a lead roof that is a guaranteed long-term failure point; on slate it cracks tiles and lets in water; on a stone slate roof it may be physically impossible. The right approach uses non-penetrative or carefully detailed fixings appropriate to the covering, designed so the panels can be removed in 25 years without leaving a mark — exactly the reversibility a DAC and Historic England demand.
3. No Statement of Significance
Every faculty for a listed church requires a Statement of Significance and a Statement of Needs — documents setting out the building’s heritage value and why the work is justified and proportionate. A generalist has never produced one, does not know it is required, and leaves the PCC to write it cold. A weak or absent Statement of Significance is among the commonest reasons a faculty is delayed or refused. A specialist drafts both as standard, in the language DACs expect.
4. No DAC engagement
The Diocesan Advisory Committee is not an obstacle to route around — it advises the Chancellor whether to grant the faculty, and early informal engagement is the difference between a smooth approval and months of back-and-forth. Specialists request informal DAC advice before the formal application, surfacing objections when they are cheap to fix. Generalists submit blind and discover the DAC’s concerns only after a refusal.
5. No heritage panel design
A generalist lays out panels for maximum kW: edge-to-edge, full roof slope, visible from the street. On a listed church that layout will be refused. Heritage solar requires sympathetic design — set back from ridges, eaves and verges, often confined to a single less-visible slope, frequently all-black low-glare panels, with sightline analysis from the conservation area. This is the discipline of heritage solar panel design, and it is the difference between a scheme that is consented and one that is not. A few kW of sympathetically placed panels that get approved beat a full roof that gets refused.
6. No grant-writing capability
A church specialist treats grant-writing as core delivery, not an afterthought. They know Buildings for Mission typically funds 50–70% of capex on awarded CofE projects, the Demonstrator Churches Project (Church Commissioners) offers up to £50,000, Benefact Trust awards up to £36,000, diocesan Net Zero programmes run from £40,000 (Oxford) through Bristol, Manchester, Salisbury and Lichfield, and the Listed Places of Worship VAT Grant Scheme reimburses the 20% VAT on listed-building works. A generalist shows the gross capex and stops. The PCC sees £22,000 and votes no, when the net cost after a proper grant stack might be a few thousand pounds.
7. Wrong mounting on lead or slate
Worth separating because it sinks so many projects. Lead roofs move thermally and cannot take rigid penetrative fixings without splitting; they need a mounting approach that respects that movement. Slate — Welsh, Westmorland or stone — is brittle and irreplaceable in original form; the wrong hook spacing cracks slates the moment a roofer stands on the array. A specialist surveys the covering, identifies the material and its remaining life, and specifies a mounting system the roof can carry for 25 years. A generalist specifies whatever is in the van.
8. No Listed Building Consent
A Grade I, II* or II listing adds Listed Building Consent to the faculty (for CofE, run concurrently; for other denominations, a separate civil application). Grade I and II* listings additionally require Historic England consultation. A generalist who has never touched a listed building does not factor LBC into the timeline or design, and the project stalls when the conservation officer raises objections nobody anticipated.

Use these ten questions on any installer quoting for your church. A heritage specialist answers all ten fluently; a generalist stumbles on most.

“Which consent regime applies to our building, and how do you know?” — They should name your exact route (CofE faculty, Care of Cathedrals Measure, Church in Wales faculty, Catholic diocesan + planning, or trustee + planning) without you telling them your denomination first.

“What happens to our roof in 25 years when the panels come off?” — The reversibility answer reveals whether they think like a heritage specialist or a domestic installer. The roof should return to its original state with no trace.
A worked case study: the rescued slate roof
A rural Grade II* parish church — anonymised, but representative of projects we have been called into — engaged a well-reviewed local domestic installer because a churchwarden had used them at home. The firm was competent on houses; on the church it went wrong in textbook fashion.
What the generalist did. It quoted 16 kW at a domestic per-kW rate, laid edge-to-edge across the full south nave slope on standard penetrative slate hooks. It advised the PCC to “get planning permission,” submitted nothing to the diocese, and ignored grants; the quote showed £19,500 gross, to be funded from the fabric reserve. No Statement of Significance, no Statement of Needs, no DAC contact.
Where it stalled. A churchwarden mentioned the scheme to the archdeacon, who flagged that no faculty had been sought on a Grade II* building, and that the DAC would never advise in favour of a full-slope, street-visible array on a church of that significance. Two slates had already cracked under the surveyor. The project froze — six months lost, money spent on a survey, and an unlawful alteration to a consecrated building narrowly avoided.
What the heritage redesign delivered. Re-surveyed, the Welsh slate roof was original and near the end of its life on the north slope but sound on a low-visibility south-east aisle slope. The redesign placed 9 kW of all-black, low-glare panels on that single less-visible slope, set well back from ridge and eaves, on a fully reversible mounting system detailed for the slate’s condition. A Statement of Significance and Statement of Needs were drafted, informal DAC advice sought and incorporated, and Listed Building Consent ran concurrently with the faculty. Historic England, consulted given the II* grade, raised no objection.
On funding, the redesign assembled a stack the original quote had ignored: a Buildings for Mission award covering most of the capex, the Listed Places of Worship VAT Grant Scheme reimbursing the 20% VAT, and a Benefact Trust contribution. The net cost to the PCC fell to a fraction of the £19,500 gross figure. The 9 kW system generates around 8,100 kWh a year; with the church-and-hall usage pattern lifting self-consumption into the 55–75% band, it pays back in 6–9 years with grants — against the 11–14 years a Sunday-only, grant-free scheme would have taken.
The lesson is not that the generalist was dishonest. A church is a specialist building, and the firm simply lacked the heritage, consent and grant capabilities the project required. The redesign delivered fewer kilowatts and a far better outcome: consented, fabric-safe, grant-funded, and protecting a 150-year-old slate roof rather than threatening it.
What “specialist” actually buys you
It is tempting to read all of this as bureaucracy — extra documents, consultees and months. It is the opposite. Every specialist capability removes a way the project can fail: faculty fluency stops it being unlawful; fabric-appropriate fixings stop the roof being damaged and the warranty voided; a proper Statement of Significance and DAC engagement stop the faculty being refused; heritage panel design gets a scheme consented that a maximal layout never would; grant-writing turns a gross capex the PCC rejects into a net cost it can approve; and LBC handling keeps the timeline realistic and the conservation officer onside.
That is why no installer currently ranks first for “church solar installers” while the Church of England’s own guidance does — the market is full of generalists who cannot do these things, and PCCs have learned to be cautious. A specialist is not a luxury on a listed church; it is the only way the project gets built.
